Yes, it is possible to use bootstrap on app engine. I have a number of 
sample bootstrap pages on my appgen site.
Yes it is possible to implement all of the features you want.

If I may use an analogy, app engine is a scalable wheel which can be used 
on a skateboard, a go-cart, a mini-van, a bus, or a race car.

   - You have completed the tutorial and you have completed the skateboard 
   and you can now see the possibilities. The hardest thing about learning to 
   program is finding a project to work on, you have a good idea of a project 
   to work on as it requires skills from many disciplines. 
   - With a great deal of time and effort you should be able to craft a 
   go-cart that may suit your needs. If you have a serious need for the web 
   site, and you would like to have it running sometime within the next ten 
   years, you may want to consider some alternatives.
   - Take the bus. There is likely a site that meets your needs or a 
   software package that can be deployed on a server that will meet your specs 
   already on the internet, it can be hard to have original ideas, seems 
   someone else has already done it.
   - Buy a minivan. There are software companies who do this sort of work 
   that can likely take a package they have already written and customize it 
   for you for a fee. It is a way of getting close to what you want at an 
   affordable rate.
   - Do the race car. This is where I would come in. I would have a 
   designer meet with you to define your needs, I would then meet with you and 
   the designer to draft the contract to define your race car. We would then 
   accept bids for the parts and end up contracted an artist, graphics css, 
   java client, database sql report stuff, copywriter, go server programmer, 
   perhaps subdivide part of the project to a few other programmer types with 
   special expertise. We could then produce for you in a short period of time 
   a high performance race car that meets all of your defined needs. We can 
   justify the high hourly rate of all the professionals because they all have 
   a high level of expertise in their fields, they will work quickly, 
   effectively, and because of their experience will likely avoid any 
   unintended profound consequence of a novice error. I do not think it 
   matters how smart you are, you are not going to build a race car on your 
   own, you need a team. If your real career is photography then you likely do 
   not have the time, expertise or inclination to do the race car.

The other mans job is always easier. Please do not under estimate the value 
of professional experience.

If this is a project you wish to pursue as a learning project, well I like 
it. But I may not be able to help very much. My experience is in a team 
environment and I do not know everything. If others on this list seemed a 
bit discouraging, it is likely because they see this as an impossible goal 
for a novice, and I agree with them, but from your experience you also gain 
an understanding of what can be done, how to define it, and how to judge 
when it is done correctly. I also think it likely that you may end up 
needing help far outside the experience of the members of this list. While 
I do not think you can succeed, the attempt will help you understand much. 
And perhaps you might end up with a really impressive go-cart that shows 
off not only your photography but your programming skills as well.
