Your case has taken longer than we would hope, and while our lack of experience with circumstances in your country is an explanation, it is not an excuse for the trouble you have had. There is nothing you or we can do about these particular circumstances, but we can learn from your situation and hopefully do better in the future.
Apart from that, you make some good points about case handling in general. I will make sure our billing team is aware of your suggestions.
