Unfortunately, there is no other way as far as I am aware. To clarify regarding Datastore backups to Cloud Storage buckets, the backups themselves can be deleted directly from the bucket. You can do so from the Developers Console. It will no longer be present and no longer cost you for storage. Unfortunately, it will remain listed in the Datastore Admin as that list appears to be stored elsewhere. If you then attempt to delete it from the list, it fails to delete the backup stating it could not be found but succeeds in removing it from the list.
If your issue is specifically about paying for backup storage, you can work around that by deleting the backups directly from the bucket. If the issue is about the Datastore Admin not displaying all backups or not reflecting the actual list of known backups, I would strongly suggest filing a defect report on the App Engine public issue tracker <https://code.google.com/p/googleappengine/issues/list>.
