This was indeed a transient issue occurring only over the weekend and 
limited to a small number of projects.  Were there any other projects 
affected like so over the weekend?

Please note that if you are experiencing similar scaling symptoms still, it 
is likely unrelated and I would strongly encourage that you submit a defect 
report on the App Engine Public Issue Tracker 
<https://code.google.com/p/googleappengine/issues/list>.  Be sure to 
include scaling settings and screenshots of network traffic/instance 
utilization to indicate that too many instances were spawned without the 
required network demand.  With this information, we'll be able to 
investigate this further where appropriate.
