As correctly pointed out in your post, the Google App Engine Flexible Environment is currently unavailable in Europe and more information about the main GAE Environment differences are listed on this Comparing high-level features section <https://cloud.google.com/appengine/docs/the-appengine-environments#comparing_high-level_features>. As to the topic of Google Cloud Platform Launch Stages, a General Availability stage indicates that “GA features are open to all developers and are considered stable and fully qualified for production use.” (More info about the different GCP launch stages can be found on this Launch stages table <https://cloud.google.com/terms/launch-stages#launch-stages>).
