I understand your position and unfortunately, confirm you that there is currently no ETA regarding the App Engine Flexible Environment being available in Europe. Nevertheless, I would recommend keeping up with the different App Engine community support channels listed on this GAE community page <https://cloud.google.com/appengine/community>. In particular, see this Keep up with the platform section <https://cloud.google.com/appengine/community#keep_up_with_the_platform> for good sources to get the latest updates about GAE. To you and anyone reading this post, as an alternative it would be possible to setup and configure a Compute Engine instance located in Europe to run an application with PHP 7.
