The AppEngine API Labs <https://mvnrepository.com/artifact/com.google.appengine/appengine-api-labs> v1.9.70 is not available via the Maven Central repository, while the other artifacts e.g. AppEngine API 1 0 SDK <https://mvnrepository.com/artifact/com.google.appengine/appengine-api-1.0-sdk> are.
