To clarify, did you receive any emails regarding OAuth verification as that could provide more details on what actions need to be completed? I did notice that openid API may be related to OAuth API <https://cloud.google.com/appengine/docs/flexible/go/authenticating-users> but I tried to recreate your issue with the same scopes there does not appear to be any warnings about verifying.
