The only issue I raise is quality control.  Entirely hypothetical, but I
could upload a package for the SAML project that anyone could use and
embedded in it could be an obfuscated relay to forward a site's passwords to
me.  That's all.  I'm all about code-sharing, though, so I'd be interested.
Maybe only people who have registered with Google for Google Apps could
upload, but not anyone who's subscribed to the list.
