My school piloted GAFE for students who wished to use it.   Because
the accounts were created using a online optin, we directed students
to the mail box from within the opt in app rather than the start
page.  If you followed this model, you could once the account was
created log the student in and send them to the mail box, or calendar
(I believe).  Then they would get the prompt to accept the TOS.  Next
year, I believe that our school will go live for all students.  When
that happens, and accounts are created automatically, I expect we will
face the problem your describing.

On our end it is education a change to work flow. I don't really think
is optimal, I know of one student who got stuck in this limbo state
and opted out because of the frustration.  If google would make the
personalized start page sensitive to the "account created but TOS not
accepted" state that would be best for us.

I agree if there are other suggestions I would love to hear them.
