How long have you been using the email migration API for Jim? I have been using it for some time and what you describe was not a problem a few weeks ago (I have not performed a migration for a couple of weeks). Regarding the 503 issue, then certainly a while ago, the correct number of messages would be returned, with a 503 for each messages not processed. I will run a migration with code I know has been working for some time and see what results I now get.
