Just to clarify, I'm another user of the APIs who would be very
interested if this was a problem as it would really cause me issues.

I ran a test overnight, with 8511 messages for one user.  8503 were
imported correctly and 8 failed with status code 400 for various
reasons.  In the logs there are 503's reported but it looks like the
numbers were correct or my end statistics would be incorrect (the end
statistics are only generated from the number of returned entries).
It appears therefore I cannot reproduce the problem with my setup.
