New issue 1071 by ihab.awad: Cajoler resolves embedded URIs too early

TemplateCompiler.inspectHtmlAttribute, in the URI case, resolves the
embedded URI before handing it off to the PluginEnvironment. It should not
do that; the PluginEnvironment should be able to see exactly what was in
the original source so as to have the best chance at making the right
decision.
