Felix: To understand the other side of this, could you outline your
specific need for
seeing the *original* (rather than "resolved relative to base") URI in
implementing
the PluginEnvironment? What are examples of cases where you need to see the
raw,
un-resolved URI? I know that fragments were an example; could you elaborate?
