New issue 1863 by kpreid.switchb.org: Revisit disabling ReferenceError

As of r5440 mitigation defaults to unbound variables returning undefined
rather than throwing ReferenceError, so as to avoid source rewriting for
the sake of typeof. (No issue was filed for that change. This issue was
created to document and discuss it.)
We should reconsider the costs of this for the future of Caja, and/or
document it as a Caja gotcha.
