Above @r5659. Leaving this open for further work:
* Run certain tests of interest after startSES.
* Revisit the idea of registering repairs later to see if it's good for
anything -- startSES expressed as repairs, or perhaps
some "acceptableProblems" uses can be expressed that way.
* Replace the "_wasApplied" flags with a better strategy.
* Add problem report statuses for "not yet tested"/"not yet repaired".
