I have also worked around this issue by rounding, but this definitly
throws up some UI issues with Mozilla Sunbird/Lightning. Currently the
fields to pick the alarm offset have an arbitrary number of (minutes|
hours|days) before and after the event. Users might type in a nice
value and wonder why they are not getting notified correctly. We
already have enough bugs with "alarms fire too early".
