I don't know anything for sure, but I have observed those types of things previously, where some old accounts will have older style XML in them. I have a feeling that the internal XML storage that Google uses is independent from the processing of that XML. Meaning that you can get the results you are observing when pulling data from a Google XML feed. It "remembers" how it was stored and returns that data.
