Thanks for the calrification.

Please note that the event is starting on 5:30 PM, 16th Jan, 2008 with 
TZID=America/New_York but if my machine's local time in IST then it will start 
on 17th Jan, 2008. How will you solve this then ?

If the DTSTART is Wednesday, then every recurrence of a weekly event will be on 
a Wednesday.


Here's the RFC:


Information, not contained in the rule, necessary to determine the
   various recurrence instance start time and dates are derived from the
   Start Time (DTSTART) entry attribute. For example,
   "FREQ=YEARLY;BYMONTH=1" doesn't specify a specific day within the
   month or a time. This information would be the same as what is
   specified for DTSTART.
