Exactly. The RFC2445 RRULE for the last weekday of the month is:

RRULE:FREQ=MONTHLY;BYDAY=MO,TU,WE,TH,FR;BYSETPOS=-1

I don't see anyway to enter this RRULE in the Google Calendar API. I  
haven't tried specifying this RRULE through the API, but if Google  
supported this, it would be the first client implementation that I  
have seen that supports this rule properly.
