The timed events returned from the url on that page have time zones,
Here's the link:

http://www.google.com/calendar/feeds/[email protected]/public/full?alt=json-in-script&callback=insertAgenda&orderby=starttime&max-results=15&singleevents=true&sortorder=ascending&futureevents=true

Here a portion of a timed event from that feed:

{"id":{"$t":"http://www.google.com/calendar/feeds/developer-calendar%40google.com/public/full/7i16cls3smv01s68qi2mvmnc64_20090828T063000Z"},
"published":{"$t":"2009-01-09T16:54:18.000Z"},
"updated":{"$t":"2009-01-21T23:03:59.000Z"},
"category":[{"scheme":"http://schemas.google.com/g/2005#kind","term":"http://schemas.google.com/g/2005#event"}],
"title":{"type":"text","$t":"SFK09 Software Freedom Conference Kosova
FSA Kosova"},
"content":{"type":"text","$t":"http://www.kosovasoftwarefreedom.org/cms/\nkosovasoftwarefreedomconference.projectpath.com\n"},
"link":[{"rel":"alternate","type":"text/html","href":"http://www.google.com/calendar/event?eid\u003dN2kxNmNsczNzbXYwMXM2OHFpMm12bW5jNjRfMjAwOTA4MjhUMDYzMDAwWiBkZXZlbG9wZXItY2FsZW5kYXJAZ29vZ2xlLmNvbQ","title":"alternate"},
{"rel":"self","type":"application/atom+xml","href":"http://www.google.com/calendar/feeds/developer-calendar%40google.com/public/full/7i16cls3smv01s68qi2mvmnc64_20090828T063000Z"}],
...
"gd$when":{"startTime":"2009-08-27T23:30:00.000-07:00"}},

If you follow the self link from that feed you get this gd:when

    <gd:when startTime='2009-08-27T23:30:00.000-07:00' />
