2-Legged OAuth is only available to Google Apps domains as it lets domain's
administrators send request on behalf of their users. Which means that an
application using this domain's 2-Legged OAuth credentials will only be
able to access this domain's users data.

I'm not sure this is what you are trying to achieve.
