Is there a bug in the labelling of horizontal bar charts?

I'm doing it like this guy:

- see his Example 2.

As he says here

"For horizontal charts you need to “flip” the axis label and the data
you provide. So if your data is chd=t:1,2,3,4 your axis label will
have to be chxl=1:|Four|Three|Two|One. Again, this only happens for
horizontal charts and I’m not quite sure why."

Is this a bug?  Is this something that might change in future?  If I
flip the axis label now as suggested, might I find that in the future
my charts behave differently?
