CHXT=y,x - tells the API that you want X and Y labels CHXL=1:|Jan|Feb|... - tells the API what custom labels to show on the X axis
Since you didn't specify custom labels for the Y axis (via chxl=0:| $0.00|$50.00|$100.00) the API displays the default labels (equally spaced numbers between 0 and 100). There is no automatic "Put US Dollar signs next to my axis labels" setting.
