Very interesting experiment, particularly your final one-liner that attempts to run 'svn mkdir URL' in 40 simultaneous processes.
It turns out that a completely generic svn-apache server has the same problem. Are you in the regular habit of having to upload thousands of files to svn? Is this a common thing? 2. Have you tried a plain old 'svn import' or a single 'svn commit' of everything recently?
