Our intent isn't to be a judge of "who owns the name" or not;  we
simply wanted to prevent Evil People from doing land-grabs of
well-recognized project names (back when we first launched our project
hosting service.)  It could have been a real disaster for the
opensource community if a popular project suddenly had two different
sites (one real, one fake) each claiming to be the "project home".

That said, we launched over 2.5 years ago, so the land grab is
probably over.  Maybe it's time to rethink this automated
name-protection.  :-)

Meanwhile, I've unblocked your project-creation lockout;  that's just
an anti-spambot measure.
