Members can commit to svn, modify the issue tracker, modify the wiki. But they can't make changes to the "project itself.". Owners are members, but also have access to the whole "Administer" tab, where you set up the look and feel of your project, the links, the description, the membership list, the behavior of tools, where emails go, etc.
