Hi, This is just a feature request. Many projects suffer from people posting useless comments on the issue list. Many people do not realize that they can just "star" an issue when they don't have anything to say. This annoys a lot of people who starred the issue because they keep getting notifications. This also reduces the number of votes an issue might have gained because frustrated developers unstar their issues and those who post "+1" don't even know about the feature.
The box at the top of the comment box helps (BTW, I just realized that it has been added). But there is one more thing that could be done. When a comment is posted Google Code could parse the comment and check the length and the presence of string "+1". If the comment is too short and contains "+1" do not post the comment just yet. Instead, ask the user if they really want to post it instead of voting, explaining that they might annoy other users.
