Yeah. Human beings are resourceful. If we try harder to block such comments, a few people will try harder to work around it. I think what we have now gets the point across. Complaints about the number of "+1" comments are far less common than they used to be.
If you see one person adding a lot of "+1"-type comments in projects that you care about, you might send them a brief personal email explaining that they are not being helpful. If you see someone really posting a *lot* of "+1" or other obviously valueless comment, feel free to report it here and we can ban their account and delete all their comments.
