After looking more closely, I have to apologize. I didn't realize that
the last download entry was the source code, so that reason is not
applicable at all. It's a better practice for open source if you have
a public version control repository, but as long as you publish the
source code, it's certainly not required.

As for the disclaimer on the other page, I suggest just replacing it
with the GPLv3 license text, since it includes a disclaimer of
warranty (ie. "If it breaks, it's not my fault"). But that alone, as
long as the code is indeed under the license advertised on Google
Code, I now see no reason to delete your project. I've restored it,
sorry for the inconvenience.
