I think it's a good idea because people can see what are most popular
projects, so if they search a good archiver for example, they will try
the first archivers in the top download list.

I understand that the value of projects is in the eye of the beholder,
but you people at Google are very educated (I mean it, I am not ironic
at all here), and if the users can see what are your opinions, what
projects you (with your subjective opinion) consider the most
valuable, it might help them. Subjective opinion of advanced
programmers (like you) can be very useful to know for the beginners
and average computer users

Therefore, a page like "Featured projects" would be useful for users
who seek applications. I personally learned a lot from the
SourceForge's "Project of the Month" - I have seen there programs that
I didn't knew they existed.

I don't care if SourceForge has more projects hosted. You will have
more and more projects hosted anyways. Google Code has its own
advantages comparing to Sourceforge. I don't care if there is any
competition and rivalry between the two sites. And if one side feels
"superior" because they have more downloads, more projects, etc. I
just want to explore Google Code.

Users can learn about interesting applications, reading such tops and
"featured projects" pages. Your opinion does matter a lot to
beginners.
