I have the exact same problem (of course with a different project name.) I think Google Code is a great place to host projects, but if it allows itself to be clogged with all sorts of zombie pages, taking up namespace but not contributing any code to the world, it is squandering its potential, and many of us will be forced to go to other places to host our projects. I feel that a hosted code project should, at minimum, include some code! These empty projects which have no code, no activity, and no response from their owners don't deserve to crowd out legitimate open source efforts, and Google code should have a use it or lose it protocol to aid in recovering uselessly squandered namespace.
