Those only appear when you have javascript disabled. We have mainly assumed that users have javascript enabled, and prioritized other work ahead of improving the non-JS user experience. The site is still usable without javascript insofar that you can browse content, but a lot of the editing and quick navigation features will not work. There is room for improvement in our support of non-JS users.
