Hello,

When posting comments into an issue tracked by Google Code, if a URL
(or URL fragment) is enclosed in punctuation, the trailing punctuation
gets chopped off.

This has come up repeatedly in Chromium issue 41467, which is about
the browser removing "http://"; from the start of URLs. As a result,
many comments refer to "http://";, and in every case, the comment text
is mangled. Here is a sample:

from the globe to a grayed-out "http:// Many users wouldn't
even notice,

The original text input for this was:

from the globe to a grayed-out "http://";. Many users wouldn't
even notice,

As you can see, the trailing close-quotation and period were removed.
