The project is open source, and is not distributing malware or otherwise
misrepresenting what it is offering. As such, it is not in violation of
Google Code's terms of service. We do not have the means or desire to
examine and approve/disapprove of each and every project we host, as long as
they play by the rules of open source.

I'm sorry that it is causing this amount of disruption, but this is
something that should be taken up with the project owners. Or, if a case can
be made that this code infringes on the rights of the right holders of
GTA:SA, they could file a DMCA takedown request to ask that the project be
taken down. As a hosting platform, we host a wide variety of software, and
if we start making subjective decisions on the worthiness of individual
projects that respect our terms of service, we'll end up spending our days
doing project reviews, and we'll probably make more people unhappy than
happy by applying subjective judgement on the worthiness of projects.

See above: you can:

   - Take it up with the project owner and try to convince them that they
   are damaging the community
   - You can possibly take a look at popular anti-cheating software such as
   Punkbuster (not sure if it'll work in this particular case, it's just an
   example of a class of counter-measures)
   - If you can get the attention of Rockstar Games, and they discover that
   they can make a good case for a DMCA takedown request (note that I am not
   saying that such a case exists, I don't know as I don't have the appropriate
   legal training), then they should go ahead and file one at
   http://www.google.com/dmca.html .

However, you should also keep in mind that even if we were to take this
project down, it will not stop cheating one tiny bit. The idiots (frankly)
who want to cheat will find the software to do so, and taking down the
project will not stop them for more than a few hours. There are technical
approaches to curbing cheating (or at least to give legitimate players the
tools to kick off cheaters), but attempting to censor the software authors
will at best not help at all, and at worst will trigger a Streisand effect
that further pushes the cheating software into the spotlight.
