The Subversion repository can be viewed with the http viewer... If you
set aside a path in the repository (assuming you use subversion and
not the poisonous liquid metal) then you should be able to upload a
file to the Subversion repository, and just commit a new revision on
change. I have seen a few (I don't remember which) projects that have
done that with files that need to change but require a fixed location.
