Your success on Ubuntu indicates that your repository is functional and you
are likely experiencing network connectivity issues somewhere between your
Windows client and our server.  It's going to be difficult to determine
exactly what the issue is.  If you provide a wireshark dump of a failed
svnsync we *may* be able to identify a problem, but that's not a guarantee.
 Are you using the command line svn client in Windows or are you using
TortoiseSVN?
