I found the solution: Call
delete/remove/del/rm<http://svnbook.red-bean.com/en/1.5/svn-book.html#svn.ref.svn.c.delete>on
a URL rather than a local file, accompanied by an log message (or
"edit
summary," in MediaWiki terms).  You'll have to use HTTPS and your
username+password to do this.
