To do that, you must have a Google Account associated with your hotmail address. Do you see a "Create an account now" link when you visit http://google.com/account? A Google Account is not the same thing as a Gmail account - every Gmail account is associated with a Google Account, but not every Google Account is also a Gmail account. It sounds like you'll want to sign up for a plain Google Account without Gmail.
