We don't offer any feature that would require users to register before
downloading.  I am not aware of any other OSS hosting site that offers
such a feature.  And, of course, since it is all open source, any one
user who does download your software could always make copies
available via their own website for other users to download.

One thing that you can do is to put a message on your project home
page and in other places in the documentation that asks users to visit
a registration page or join a mailing list or something.  One easy way
to organize the info that you collect would be to use Google Docs and
Spreadsheets to create the spreadsheet/form.
