Disclaimer: I'm not part of the Google Code team nor do I work at
Google.

All I can tell you is what I've learned in the past year or so:

1. If you search in the Issues at the support project for "delete",
these particular reports appear:
* https://code.google.com/p/support/issues/detail?id=2645
* https://code.google.com/p/support/issues/detail?id=1116
* https://code.google.com/p/support/issues/detail?id=3446

2. By what I've seen so far, currently it's easier for the admins to
check this group for people that request that a project is reopened or
completely deleted. They will only implement the automatic feature if
enough people star the respective issues! And if people search for
related issues and star those issues, instead of creating a new issue.

3. The 30 day period is a way to give people time to really think
about what they've done and to search for answers of what they should
be doing instead. Sometimes it's easier to simply reset the
repository(ies) and start over with the clean repository. It might not
clean the status history, but in that case you can ask them to delete
it. I know I've read about this here in the group forum somewhere.
Other times it's easier to simply start over with a new project name.

4. Google Code was initially designed to provide a simplified way for
people to create new open source projects. Something basic but still
complete enough for new projects: a front page, repositories, a wiki
and an issue tracker. If people wanted something more powerful, they
can find it elsewhere. But over time it has gained a lot of attention
from everyone, so they continue to invest time and money to improve
the hosting system. But as far as I can tell, it's still a bit far
from a fully working system like SourceForge, specially since the
initial idea is to simply provide a jump-start for projects!
This hosting system is designed for optimized performance, not an
optimized interface for project leaders ;) And as the saying goes:
«good is the enemy of great».

5. It's more optimized to keep adding stuff to the BigTable (http://
en.wikipedia.org/wiki/BigTable), then to go around deleting and
renaming stuff. This seems like a bad idea, but it's better to have an
occasional recycling period, then to constantly go around deleting and
moving stuff around. Hell, even our own personal machines would
"profit" from this when it comes to performance! "Defragging" is very
time consuming and sometimes it no longer gives any performance
improvement. It would be simpler to keep adding contiguous stuff and
buy a new hard-disk whenever we need more space...

Instead of ranting on about this, I should have pointed out this wiki
page: https://code.google.com/p/support/wiki/MakingHostingBetter

Anyway: SourceForge.net now uses the OpenID thingy which allows google
accounts to log on to SF.net. You might want to give it some thought
if moving to a more advanced platform would be the best option. If you
want to keep using Google Code, then ask for re-opening your project
with a "clean slate" ;)

Last but not least: it might be best to open an Issue or search for
one that already exists and "star it", for wanting more documentation
about the deletion/renaming of a project - See
