There's an "Uploaded by" field on that page (you may have to solve a
CAPTCHA to see the full email address); have you thought about emailing
that user with your concerns?

It's great that you have such a strong idea of what you'd like - have you
shared it with the owners of the miranda-dev project?
As site administrators, we respond to DMCA-compliant
requests<http://code.google.com/p/support/wiki/FAQ#How_do_I_report_a_copyright_or_intellectual_property_violation?>but
work hard to remain otherwise uninvolved in intellectual property
disputes like these.
