I reserve the right to be completely wrong here, but the � symbols are
because the current font doesn't know how to render the given codepoints.
If you render that CSS file in a font that does have Hebrew characters, it
should be displayed correctly.

For the file-hosting scenario, since we are just rendering the raw
character set I think Chrome is defaulting to Courier New(?) to render the
characters. Does the CSS file work correctly when used by your websites?
