Hi Chris and thanks for that. First I must apologies as I should have exhausted my effort in finding a solution before blaming the wrong elements.
I've resolved the described issue by setting in notepad++ the file format to utf-8. It probably should have been the original setup really. I didn't test this with the original settings [svn charset etc] but I guess it should work too .. Thinking this issue further I tested the CSS file locally on the browser and saw the same ????. This lead me to the obvious set up in notepad++ - Its a question that should have not been asked here, but hopefully can assist another silly person out there.
