This may be a sign of big technical debt <http://en.wikipedia.org/wiki/Technical_debt>, competence debt <http://www.leanway.no/competence-debt/> or unpredictability of the code <https://www.youtube.com/watch?v=nYkdrAPrdcw#t=390>. It may be that nobody just interested to develop this code anymore.
