while I think that the three sub rounds are there for level (i.e. asia, america, europe as mentioned) no one's really stopping you from signing up for any two of the three sub round schedules.
the problems will be different on each sub round, and there's really no way to tell which one's going to be easiest (they should be of more or less the same level anyway, ideally). but about sub rounds being divided according to continents / regions, while that's true, it's not exactly a true deterrent.
