Nice going guys. Guess we are forgetting one completely different
aspect to this problem.
What about problems of power cuts and other temporary failures?
I know some participants do not face this problem, but I am sure many,
especially from developing third world countries do.

Let's say we download a small data set and while executing the code
the power goes and my ADSL modem and WiFi router goes. Although I have
not faced this problem, my guess is I will download another data set
once the power supply resumes and will be able submit my solution and
output data, albeit with a time penalty.
What happens in case of large data set? Your submission will time out
and you will not be able to submit anything at all. Of course, we can
get around this problem by buying UPS for modems and routers, but
again may be everybody won't do that.

As far as "being perfect the first time" philosophy is concerned, was
GCJ itself a perfect implementation the first time?
May be not.

My point is what's wrong in giving the contestants a chance to improve
upon their solution once. Coming up with an algorithm and then
improving upon that within a span of half n hour itself is a big deal.
Also, they are being penalized for the second attempt anyway.
