Because with no submission of code, you can cheat your way through the contest. You get one good guy who can code, he solves the problem, sends in his output, and hands it to you. You then submit the same output, get a few seconds after the first guy, without coding a single line. You have effectively taken two spots in the rankings with one guy, and will displace a genuine competitor from being in their rightful place. Repeat for a few dozen guys and you've left out a bunch of guys who would give you real competition.
