You can attend any sub-round from round 1A, 1B and 1C. If you have not attended 1A you can always try your luck with the next two sub-rounds. Code jam only restricts users who have already gone through an earlier sub-round not to attempt later sub-rounds e.g. all the round 1A winners can't compete in round 1B or 1C but for others there is no such restriction.
