ICY, good job, but it might be the case that your script only compares programs 
with the same extension. You should compare any two files no matter what the 
extension is.
I actually don't have such program of my own, just looked at sources from India 
which were uploaded at about the same time.

I guess the Google team already has good algorithms and programs for detecting 
such violations. They also have info on times of failed submissions and IP in 
order to verify such things.

It's actually the silliest thing to cheat on computerized submissions. These 
things are the easiest to catch. And the one who actually successfully coded 
the original solution just made himself disqualified. If not for the cheating, 
the disqualification is for proving "un-smart-ness".
